Which developers are building off-plan townhouses in Dubai?
Two developers account for most current off-plan townhouse supply in Dubai: Emaar Properties, through phased releases at The Valley and mixed projects at Emaar South, and DAMAC Properties, through themed clusters at Lagoons, Islands, Riverside, Sun City and Hills 2. Reportage Properties supplies most of the sub-AED 2M stock through its Verdana phases in Dubai Investments Park.
- Emaar publishes a starting price on almost every project page and nothing else.
- DAMAC publishes bedroom counts and sometimes a handover quarter, but holds prices back on most clusters.

What actually matters when comparing developers
Delivery record in this community
A developer’s overall history matters less than what it has delivered in the specific masterplan you are buying into, and when.
What is committed, not announced
Amenities, schools and retail in a render are marketing. Ask which are contractually committed and by when.
The escrow arrangement
Off-plan payments in Dubai go into a project escrow account. Confirm the account and that your instalments are paid into it.
Resale terms during the plan
Most developers restrict transfer until a set percentage is paid. If you may exit before handover, read that clause before you sign.
Public disclosure
A listed developer publishes audited accounts. A private one does not. That is a real difference when you are committing to a 2030 handover.
Who answers when it slips
Ask what the contract says about delay, not what the salesperson says about it.

Who is the biggest townhouse developer in Dubai?
By number of currently tracked off-plan townhouse projects, Emaar and DAMAC are close, with Emaar ahead on phase count and DAMAC ahead on total units across its masterplans. DAMAC states 8,883 villas and townhouses at Lagoons alone and 14,044 at DAMAC Hills 2.
Which developer publishes the most information up front?
Emaar, on price. Almost every Emaar project page carries a starting figure, while most DAMAC cluster pages show price on request. On sizes, bedroom counts and handover, DAMAC often publishes more than Emaar. Neither publishes payment plans on its own project pages.
How should I compare developers when buying off-plan?
Look at delivery history in the specific community, what is contractually committed rather than announced, the escrow arrangement, and the resale terms during the payment plan. A developer’s brand matters less than what the sales agreement for your unit actually says.
